Gave verbal warning but not no action, what should I do?

I have an issue with my staff who is always late to work. I've had done several verbal warning, but the same thing is still happening. What should I do next?

How if the letter required to sign and return but the employee not agreed the changes of new resign notice? Consider the employee wont be conifrmed??

I would like to get clarification and advise whether can we not pay salary to an employee who is under released bail waiting for court hearing (drug related issue) and consider that circumstances same as detention/ custody as stated under EA Section 23. Is it a must to have attendance recorded either way, thumb print, punch card or written in a book? Currently, we do not have this practice and thumb print is on the way.
