Is it wrong to ask workers apply UPL during quarantine time?

My company’s 3 Manager will flight to UK coming Mar for their personal trip to watch football league, we have the SOP of quarantine at home for 14 days when back from the trip, is it against the law if we would like them to apply AL/ UP during the quarantine period since is personal trip?

According to basic steps that was provided by government, you can’t impose AL/UP on them but if your company can accomodate, make them work from home during those quarantine period. However can contact JTK for clarification.
