Why most of the HR had a hard time to believe in candidates?
Why HR people always have problem in believing a candidate who comes clean about their reason to leave their previous organisation, despite having a good repo,and solid experience?

Most employers do not want to take risk and for that reason HR will vet the candidate background. That candidate may have a serious discipline problems, being dismissed, crime and others which may detriment the jobs given later. Especially, if it is an important position. That is why.
