You don't withhold, you just deduct whatever that is owed to you and pay the balance on time.

Basically you can not withhold employee's salary unless it's under the Income Tax Act's pretense.

EA allows employer to deduct whatever that is legitimately owed to the employer from the final wage. Having said that, EA also states that all monies owed to employee must be paid on the last day of the employee's employment with the employer.
