Is being picky allowed in job search?
A company only had 3.9/5 rating on a job listing website, I reminded them, and the HR said I am picky. Isn't it my right to choose?
It's one-tenth of a point. It's not like it got 2 stars.

When I was young and first starting out, I only wanted to work for the best. So I joined the Air Force. After a career in the service, I could afford to be picky about the jobs I applied to. Are you in the position to be picky? If so, then don't worry about your friend. If not, your friend might have a point.

I think to some degree you are allowed to be picky, but that really depends on the finical situation and on how bad you want out of your current job.

The degree of pickyness allowed is directly related to how badly you need a check coming in. I don't place much stock in the opinions of random people who may be unreasonable or have an axe to grind. In this case, I agree with your friend. You are too fixated on the star rating.

I have never paid attention to a company star rating in my life. "Top rated" based on what? For example, many are top rated based on a "family-friendly" work environment (child care, bf station, etc.). I don't have kids, so that would score zero points with me. Or maybe they offer free lunch. I don't care, I would rather have health insurance. There are just too many variables. Plus, most people do reviews when they are disgruntled, not when they are pleased, so they are not really balanced.

Yes, you are allowed to be as picky as you choose. Just realize if you don't have a lot to offer, your job search will take longer.
