Curiuos about contract worker?

1. Is it consider job hopper for contract worker change employer every 6 month or 1 year after contract end? 2. If contract worker have another job offer (permanent) for another company, can they ask for salary increment? 3. If contract worker convert to permanent worker, can they ask about salary increment?
