Do we need to provide black & white if want to change a new start date for new employee?

Due to MCO, we may need to postpone start date for new employee, however are we oblige to provide black and white to new employee or compensation for the postponment?

For my suggestion, do talk to the employee, get their understanding of the matter and then issue out an addendum letter to the contract to amend the start date, make sure to have the employee sign it as well.
